Arthur was a man that Sawyer and Cassidy conned into buying phony jewelry for more money than it was worth. Arthur was wearing the sunglasses, and the other man also conned in the same scene was Peter. The jewelry was marked at $1299 and $1399, and Sawyer offered them for $100 each. ("The Long Con")
